Government to pay homeowner(s) $1500 to Sell at a loss. (Socialism?)

When homeowner(s) signed the agreement to buy (or refi) their property, were they not making a decision without a government official involved?  Then why does the government need to be involved with  the results of an individuals decision?  I LISTEN to homeowners and then offer solutions. No government needed.  To pay a homeowner $1500 to sell at a loss is simply putting pressure on Banks to accept a short sale and not be concerned about chasing lost money.  Are not homeowners and Bank(s) private individuals and businesses that are capable of making adult decisions?  Is this not a society if capitalism?  Of private ownership?  Here is the link to socialism:
